This announcement came more than two years after President Abraham Lincoln's Emancipation Proclamation, which had officially outlawed slavery in the Confederate states on January 1, 1863. Texas was the most remote of the slave states, and it had a low presence of Union troops, so enforcement of the proclamation had been slow and inconsistent.
